You have six weeks from your date of enrollment (as an ACTIVE Associate) to enroll your first 4 Associates in order to achieve Platinum Pacesetter. USANA is ultimately about generating sales (point) volume versus "signing up people to become associates."
To put it simply, you shouldn't care whether someone chooses to be a preferred customer (& just order product) or decides that promoting the USANA vision (as an Associate) is for them.
BOTH opportunities generate equivalent sales volume!
The methodology is very similar to any type of sales opportunity where one would have a quota to achieve EXCEPT for the fact that with USANA, YOU SET YOUR OWN GOALS!
Having a base of 4 strong Associates simply ensures that you are giving yourself the best opportunity produce the type of sales volume necessary to maximize your earnings potential.
